Delaware County District Attorney announces indictment in Roxbury case

Delhi — Delaware County District Attorney John Hubbard, announced on December 22 the indictment of defendant Anthony Bellissimo for theft of Public Assistance Benefits in excess of $42,000. Bellissimo, 61, of the Town of Roxbury, was indicted by a Delaware County Grand Jury on seven felony charges which include Welfare Fraud in the Third Degree, a Class D Felony, and Offering a False Instrument for Filing in the First Degree, a Class E Felony.

The indictment is the result of a lengthy investigation by the Delaware County Department of Social Services. The indictment alleges that Bellissimo, over the course of 5 years, submitted written instruments to the Department of Social Services in which the Defendant “failed to report his household income as required, and as a result of those filings the Defendant received SNAP, HEAP, and Medicaid benefits” to which he was not entitled.

District Attorney Hubbard thanked the Department of Social Services Commissioner Dana Scuderi-Hunter and DSS Investigator Sharon Reichert- Morgan, for their diligent work investigating this case.

“The Supplemental Nutrition Assistance Program, referred to as SNAP, is a program created and designed to ensure that when people are in need, they will at least be provided with food. Similarly, HEAP (the Home Energy Assistance Program) and Medicaid are also very important programs that serve the essential function of assisting low-income families when they are in financial need. When individuals fraudulently obtain benefits from those programs, it reduces the resources available to the families that are truly in need of assistance. It is unfortunate when individuals take advantage of a system that is designed to help those in need.

My office will continue to work in partnership with the Department of Social Services to ensure that the people who steal public assistance benefits are investigated and prosecuted.”
