Municipal planning workshop set

Margaretville – The Catskill Watershed Corporation (CWC) will sponsor three training workshops for planning and zoning board members on Friday, March 1 in Delhi.

The workshops, delivered by trainers from the NYS Department of State, will be held at United Ministries Church Hall on Courthouse Square from 10 a.m. to 2:30 p.m., with a half-hour lunch. Weather date is Friday, March 8.

The workshops are free, and, with municipal approval, may serve as the mandated four hours of training required of members of town and village Planning Boards and Zoning Boards of Appeals. Code Enforcement Officers may also receive in-service credit for two of the classes.

Three sessions will be offered:
“Local Regulations: Enactment Procedures” addresses the process a municipality must go through in order to adopt a resolution, ordinance or local law. Topics will include notice provisions and posting; aging of legislation prior to action; required hearings and referrals; SEQRA compliance; post-adoption publication; certification; filing requirements, compliance with SEQRA and post-adoption procedures.

“Intermunicipal Planning” will explain how sharing the cost of a planning project with a neighboring community with common problems or goals can ensure a high quality planning project at a lower cost to taxpayers.

“Revising Zoning” discusses appropriate timing for updating a municipality’s zoning regulations, and what you should be looking at when you review them; the importance of the comprehensive plan; and procedures for the amendment of zoning laws and ordinances, including referral to the county planning board, public hearings, and filing requirements.
